Maria Loizzi is an expert in administrative law and public procurement, as well as in the fields of private contracting and energy.
She has gained significant experience in the field of public-private partnerships (PPPs), advising sponsors and banks on major infrastructure deals, particularly in the motorway, hospital, port and airport sectors, as well as in underground railways and rapid transit systems, and in the digital transformation of public administrations and the development of data centres.
She has also built up extensive experience in contracts for the design, construction, operation and maintenance of private infrastructure (including the steel, pharmaceutical and manufacturing sectors), advising both clients and contractors on bespoke contracts or those based on FIDIC models. Maria provides support throughout the entire contract lifecycle – from drafting to review, negotiation and finalisation – with the aim of ensuring the correct allocation of risks and full compliance with the client’s requirements, as well as providing assistance during the pre-litigation phase whilst the contract is being performed.
She has developed considerable experience in the energy sector, advising on projects relating to conventional and renewable energy sources (photovoltaics, agrivoltaics, wind power, biomass and BESS), covering regulatory approvals, the negotiation of project contracts (including Supply, BOP, EPC and O&M) and due diligence.
From 2019 to April 2021, she held the position of Head of the Legal Department – dealing with environmental law, health and safety at work, administrative litigation and Capex contracts – at the ArcelorMittal Italia S.p.A. steelworks in Taranto, gaining significant experience in environmental and health and safety matters.
She is a speaker at conferences and seminars on project finance and energy.
She graduated with honours in Law from the University of Bari in 2001 and has been a member of the Bari Bar Association since 2004.
She speaks Italian and English.
